Sir Melie Onyejepu hails from Nnewi, Anambra state. He is currently the General Manager, Bureau for Public Procurement and Special Adviser, budget implementation and performance to the Executive Governor of Anambra State. As special adviser on budget implementation and performance, his office ensures that the state budget is properly monitored and that monies released to ministries are properly retired in line with the reason the budget was drawn. As Anambra procurement boss, his office also ensures that the law passed on procurement by the State House of Assembly are properly followed to the letter and that the state gets best price for the contract it awards and the best quality. He spoke to government house media during the “*BRIEF THE MEDIA PROGRAMME*” on government activities and performance by heads of MDAs. Excerpts:

If you don’t plan, you will fail. From the outset of this administration, we began with a blueprint for the state and that was the first time it happened. Blueprint contains the mission and the vision of an administration. It’s like a road map or guide on a journey. To be frank, that blueprint was the master stroke that helped this administration. Immediately we were through with the blueprint, we were able to hit the ground running. Similarly, to stem corruption from the budget process, we came up with a system called International Public Accounting System (IPAS). It is an international standard of accounting obtainable in most developed countries of the world. So, if you want to institute transparency and accountability, then you have to key into this kind of platform that is recognised globally and if World Bank is reviewing your books, it would do so in line with global best practices. The good news about IPAS is that the world bank did an analysis of states that implemented this process across the 36 states of the federation and Anambra State came first in the south east and second in the whole federation. So the worldbank and donor agencies grew confidence in the state and were willing to partner with us.

Under the procurement process, there were also avenues for corruption but with the support of the Government, we defined our bidding, contracting and procurement processes. We started what we call Opening Contracting Portal (an electronic platform). To the best of my knowledge, if you want to remove corruption in any system, make the process electronic and reduce levels of human interference.  So we have implemented the opening contracting portal system in the State where anyone can see the list of contractors and the project they are handling. On the other side, we have also implemented the opening procurement portal, whereby procurement processes can be started online and when a bidding is advertised online, any company or anyone who is qualified to bid can participate in the bidding process.  We amended the procurement law to be in tandem with global best practices and World Bank has given us accolades for that. For implementing the open portal, setting up the e-procurement portal, setting up the bureau, amending the procurement law to be in tandem with best practice, setting up of the procurement council, World Bank has given us commendations and accolades.

For the 2021 budget, the initiative behind it is to temper the effect of the COVID 19 pandemic and the downturn in the world economy on Anambrarians. This is why we have prioritised youth and women empowerment, health and agriculture.

On the question about the tender’s Board, the point is that there is no more tender’s board again. I will clarify by saying that the tender’s board has been moved to the Ministries.

I’m going to take the past 3 years budget as a reference. Anambra has been averaging 78-83% implementation. This year, we will achieve 79 percent implementation despite Covid-19 and downturn in the economy. We did a lot of spending last year under the Covid-19 initiative and that was why at the middle of the year we had to adjust our budget to reflect activities of the Covid-19 era. Like I said before, we would achieve 79% implementation.

On contract execution and challenges in road construction and the quality of work done, if you recall, the quality control department of the Ministry of works has been in existence before this current Government, but this administration made sure they are alive to their responsibilities. So that’s an initiative to make sure the quality of work done in road construction and building construction is taken into consideration and in line with standards. There is also a committee set up by the Governor to ensure that the state derives value from the roads that are being constructed. In terms of quality of material used, quantity etc, the committee ensures that contractors meet up with the standard. So if you check the roads being constructed in recent times, you will see it conforms to the quality expected.

It is not true that in Nnewi people are in the forefront of opposition against this government. I can tell you that Nnewi people have tremendous respect for this administration and the governor equally loves Ndi Nnewi so much and it might be based on the fact that the late supreme leader of APGA is from Nnewi. The Government is spending over 10 Billion naira on erosion projects. Obiofia nnewichi erosion is valued at 6.7 Billion and because of the transparency mantra of this administration, the world bank through collaboration with the federal government and Anambra state government are funding the project. The state Government has made a counterpart funding of 2 Billion naira towards that project. The 100 foot road erosion, if left would have taken the NkwoNnewi market underground and the erosion site was very active.   For every rainfall, 40,000 cubic tones of sand is eroded. The Government sank 3.5 Billion naira there. The other one at Odida, Nnewichi, and the Government spent over 100 Million naira. The governor also completed the OkofiaOtolo road linking Utuh. Another one is the Eme town hall road and the road heading to Nnewi Hotels and so many other roads. Even when you stretch the amount the government has spent on erosion works in Nnewi alone, it would cover so many kilometres of road.

In Nnewi, we have streetlights in the villages and that has improved the economy of those villages and improved security.  World Bank and the State Government have revived the biggest water project in the Town and the Government has spent over 100million to revive that and the Amuko water works. So with the water reticulated and metered, the whole town will have water and generate revenue for the State.

The inspiration came from Dr. Mrs. Ebelechukwu Obiano’sCAFE. Let me say it here and now, even as the wife of the governor, she runs her NGO without any allocation from the state government. She doesn’t even get a grant, subvention, security votes or allowance. So some of us decided to support and emulate her. We learnt real charity from her and decided to setup a foundation in my father’s name using our little savings to make sure that bright students who can’t go to school because of lack funds have access to formal education.

A woman who had her young daughter raped by her uncle reported to our foundation and we took over the case, wrote to the Ministry of Women affairs and got the girl rehabilitated. We also renovated their house and we are taking care of the welfare of her other kids.

Former governor of Bauchi State, Isa Yuguda, has said that an Igbo presidency will strengthen Nigeria.

Ahead of the next general election in 2023, certain groups and individuals have been asking that the South-East produce the next president.

Disagreeing with the calls for restructuring, Yuguda, speaking with The Sun, stressed that the Southeast be allowed to take a shot at the presidency.

“The east should be given a shot for the presidency, but should not be seen as a right, but comfort in the minds of our brothers and sisters. That as a region, they have had it too.

“If north-south is flying for now, why not north-west and east fly? If that will strengthen our unity and faith in our country, why can’t we have it? Igbo presidency will strengthen our country.

“No region will be better off in the event of restructuring because of the uniqueness of Nigeria. Let’s strive to have patriotic and God-fearing leadership that will place Nigeria on the path of sustainable growth and development,”

PDP faction dismisses former Governor of Kano State – Rabiu Musa Kwankwaso.

The persisting crisis rocking the Peoples Democratic Party (PDP) took dramatic turn yesterday, as the Ambassador Aminu Wali’s faction sacked Senator Rabiu Kwankwaso for anti-party activities.

Besides, the group unanimously elected the pro tem chairman, Muhammin Lamido, as the substantive state chairman after passing a vote of confidence on his leadership.

Addressing journalists shortly after a congress yesterday, Lamido declared that Kwankwaso was expelled from Kano PDP for alleged gross violation of constitutional orders.

He accused the former governor of obstructing the party structure when he defected to PDP in 2018.While lamenting the ceding of the party to Kwankwaso in 2018, Lamido claimed that due process was ignored when the party leadership was dissolved.

He expressed worry that the PDP leadership was deliberately disintegrated to restore the caretaker committee led by the Kwankwasiyya group.

Lamido noted that PDP under Wali’s leadership held congress with 8,717 delegates to elect the 39 new executive members of the party in Kano, and agreed to expel the former Kano helmsman for anti-party activities.

“Kwankwaso cannot speak for our party because he lacks legal powers to do that, and you can check whether they have wards, councils and state executives; they have been alone and alone they should remain,” he noted.

However, Lamido declared that the ruling of Justice Ambrose Allagoa was being challenged at the appellate court, insisting that until the determination of the appeal, “the Wali-led faction remains the authentic PDP leadership in Kano.”

Insecurity: Ex Borno Gov, Alhaji Kashim Shettima Says Common Sense Demands That The Service Chiefs Should Go.

Former Borno state governor cum Senator, Kashim Shettima, has once again called for the removal of the service chiefs, stating that even common sense dictates that they should go.

Shettima who has repeatedly moved a motion on the floor of the Senate for service chiefs to be fired, said this when he appeared on AriseTV on Monday morning December 14.

”Why I was agitating for the removal of the security chiefs has to do with the fact that they have given their best but their best is no longer good enough.

Shehu Usman Aliyu Shagari had three service chiefs in his four years of stewardship.

Obasanjo in his second coming started with Victor Malu, he had Alex Ogbemudia and subsequently he had Martin Luther Agwai before he had Azazi as his Chief of Army Staff.Jonathan and Yar’Adua started with General Yusuf .

Subsequently they had Abdulrahman Bello Dambazzau, then Azubuiuke Ihejirika and then Kenneth Minimah

In eight years they had four service chiefs. The current chief of defence staff is course 25. He is in his 41st year of service. Is he so indispensible? The current chief of Army staff is course 26.

The current Major Generals did not meet them in the NDA. Are they so indispensible?Nobody is indispensible.

And the definition of insanity according to Albert Einstein is doing the same thing over and over again and expecting different results.

We believe that moral is high, there is the need for injection of people with new ideas, with fresher perspectives to come and address the issues.

By June next year, course 35 are going without reaching the pinnacle of their careers.

So justice, equity, fairness and even commonsense demands that these service chiefs should go” he said

What could have gone wrong? An Army veteran died while involved in horseplay with his son that went wrong, an inquest has heard. During a night out Malcolm Chandler, 48, slapped his son, Ewan, 19, who went to retaliate but instead embraced his father. Malcolm then said to Ewan: ‘Right, you can have your free

Ewan was initially reluctant, according to witnesses outside the Matchbox nightclub in Reading, but eventually slapped him, causing him to fall backwards, knocking him out. As his dad lay on the ground on April 12, 2019, Ewan screamed ‘wake up, dad. Dad, I love you.’

Ewan told the inquest there was nothing aggressive about the slap and that they were just messing around. He was arrested at the scene but prosecutors decided not to take the case to court.

His mother, Kathryn Morrison, briefed news men, saying that the slapping game was just something that Ewan and her husband Malcolm often played together.

She said: ‘As a family, we would always be messing about with each other and we would be giving each other quick little digs in the ribs which we called “fingers of steel”. ‘We would wrestle with each other where we would try to grab the other person and take them to the ground. Another game we would play was slaps. ‘When Ewan was about 15 years old, he and Malcolm would progress to try to slap each other around the face. Malcolm would always be winding him up, saying, “you reckon you can take me yet?”

Trump personally intervening in a third state, Asks Pennsylvania House speaker for assistance overturning election results

According to Washington post, Trump called the speaker of the Pennsylvania House of Representatives twice during the past week to make an extraordinary request for help reversing his loss in the state, reflecting a broadening pressure campaign by the president and his allies to try to subvert the 2020 election results. The calls, confirmed by House Speaker Bryan Cutler’s office, make Pennsylvania the third state where Trump has directly attempted to overturn a result since he lost the election to President-elect Joe Biden. He previously reached out to Republicans in Michigan, and on Saturday he pressured Georgia Gov. Brian Kemp (R) in a call to try to replace that state’s electors.

The president’s outreach to Pennsylvania’s Republican House leader came after his campaign and its allies decisively lost numerous legal challenges in the state in both state and federal court. Trump has continued to press his baseless claims of widespread voting irregularities both publicly and privately.

The president said, ‘I’m hearing about all these issues in Philadelphia, and these issues with your law,’ ” said Cutler spokesman Michael Straub, describing the House speaker’s two conversations with Trump. “ ‘What can we do to fix it?’ ”

A White House spokesman declined to comment on the calls to Cutler, and a Trump campaign spokesman did not respond to a request for comment.

Cutler told the president that the legislature had no power to overturn the state’s chosen slate of electors, Straub said.

But late last week, the House speaker was among about 60 Republican state lawmakers who sent a letter to Pennsylvania’s congressional representatives urging them to objects to the state’s electoral slate on Jan. 6, when Congress is set to formally accept the results.

“That chapter of my political life is closed. Even if another NEC decision or a court order reverses the dissolution, with utmost humility I will decline to return as APC chairman.

“I am proud of the accomplishments of the NWC under my leadership and I am grateful to the principled 18 members who worked as a  team committed to the cause of the party. Above all, I bear no grudges against any one for the manner of my removal.”

Peter Obi Finally Breaks Silence On Umahi’s Defection From PDP To APC

Former vice-presidential candidate Peter Obi has spoken on the recent defection of Ebonyi State Governor David Umahi from the Peoples Democratic Party to the All Progressives Congress, saying that such political dramas should not form the focus of Nigerians when the country is facing severe economic recession.

Mr Obi, who was responding to a question during his appearance on Arise Television, said he had for a long time refrained from commenting on Umahi’s defection because the country had more pressing economic issues to solve.

He said it would be unfair to Nigerians if their political leaders focused on such trivial issues as defection when a greater percentage of the population were increasingly finding it difficult to put food on their tables.

Police Debunk Allegation Of Fake Suspects’ Photo

Obi’s words: “As at today, Nigeria is the poverty capital of the world. We have the highest number of out-of-school children. Our unemployment rate is skyrocketing every day, food stuffs prices are soaring higher and people are dying of hunger. Would it be fair for us to turn blind eyes to all these challenges facing our people and occupy ourselves with who leaves a particular political party or who does not?”

Obi advised every well-meaning Nigerian and every leader who has the interest of the people at heart to leave irrelevant political games and join forces to save Nigeria’s economy from collapsing completely.

He insisted that 2023 elections should not be the discussion now especially with the depressing economic situation prevalent in the country.

“How many people have been pulled out of poverty by Umahi’s defection? Will Nigeria exit recession because Umahi left PDP? What economic value does Umahi’s defection to APC have on the average Nigerian on the street who is struggling to put food on the table? We must not be distracted by political movements at this time. Anyone is free to belong to any political party. Our common focus should be saving our economy and making our governance fruitful and productive,” Obi said.

A governorship aspirant in Anambra State Godwin Maduka has promised to build 21 universities in the state if elected.

Maduka is a US-based medical doctor aspiring for the position on the platform of the Peoples Democratic Party (PDP).

Governorship election is due in Anambra in 2021.

“If given the opportunity, I will build one university each in all the 21 Local Government Areas of the state. Education is key all over the world. We shouldn’t have a few scattered universities here. It is not that hard to set it up,” Maduka said over the weekend in his Umuchukwu countryhome in Orumba South LGA.

“In other places of the earth, some towns have up to six universities. It should be as easy as ABC. We will start with only 21; one per local government.”

Asked how he intends to fund the projects, he said: “Do you ever know what comes to the governor’s house in terms of funding? Any frugal governor can take care of that. There are some things that we can let go.

“And there are some things that we can bring in. It is a matter of priorities. There should be a new negotiation about funding education. After all, that’s why I am here now.”

“On the issue of religion, we as a whole know the two significant religions in this nation are Islam and Christianity. It will be off-kilter on the off chance that we permit another Muslim to take over from President Buhari in 2023. I question if that will be reasonable for our siblings in the Christian confidence”.

“Be that as it may, 2023 is as yet far from now and the president won’t force a replacement. We the gathering leaders will likewise not do moreover. We can just engage any semblance of Asiwaju and present these realities before him.

However, APC deputy national publicity secretary Yekini Nabena said in a statement on Friday that Fayemi remains the leader of the party in Ekiti.

“The attention of the National Secretariat of the All Progressives Congress (APC) has been drawn to a purported and widely-reported ‘suspension’ of the Governor of Ekiti State, H.E. BREAKING!!! Ekiti APC Crisis Heats Up As Faction ‘Suspends’ Fayemi

Ekiti State Governor Kayode Fayemi has been suspended by the state executive committee of the All Progressives Congress (APC).

The party in a statement on Friday said Fayemi was suspended due to “his numerous anti-party activities, especially his role in the recently concluded governorship election in Edo State which is contrary to the provisions of Article 21 (A) (ii) of the APC Constitution.”

Ojudu had been suspended indefinitely alongside 10 others by another faction of the party.

However, the state executive committee said the decision to suspend Fayemi was made in a meeting held on September 23.

The party claimed that five days before the Edo election Fayemi hosted PDP chieftain Femi Fani-Kayode at the government house in Ado-Ekiti and planned a coup against Edo APC.

“That Dr. Kayode Fayemi, the Executive Governor of Ekiti State is hereby suspended from the Party in view of his numerous anti-party activities especially his role in the recent concluded governorship election in Edo State which is contrary to the provisions of Article 21 (A) (ii) of the APC Constitution,” they said.

“For five days prior to the Edo elections, Gov Fayemi hosted PDP big wig Mr. Femi Fani-Kayode in the government house in Ado Ekiti in the run-up to the Edo elections. It was here they perfected the coup against our party in Edo State. This is the same Fani-Kayode who daily abuses President Muhammadu Buhari, Vice President Yemi Osinbajo, the APC as a party as well a vital section of our country. We have evidence of that meeting.”

Another allegation levelled against Fayemi by the party was that he supported the PDP candidate to defeat the APC candidate during the Oyo governorship poll.

Obaseki Free To Return To APC If… —Wike

Rivers State Governor Nyesom Wike has said that his Edo State counterpart Godwin Obaseki can return to the All Progressives Congress (APC) if he feels displeased with the Peoples Democratic Party (PDP).

Obaskeki was re-elected on September 19 on the PDP platform after being kicked out of the APC.

Wike who served as chairman of the PDP campaign for Edo election said during a Friday appearance on Channels Television’s breakfast show Sunrise Daily that he does not see Obaseki dumping PDP but that if it happened, he would take it as politics.

“I don’t want to discuss something that is not going to be possible. However, assuming it happens, so what? That is politics,” he said.

“If the governor believes that the PDP is no longer a party for him to actualise his vision and his mission, there is nothing wrong but I don’t believe that it is going to happen because the governor has consistently told us that there is no way he will leave the PDP. If he leaves the PDP, people in Edo State will not be happy.

“And he is somebody I have that trust in that he will not leave the party. This is a party that clothed him. This is a party that when it was raining, gave him an umbrella.”

Wike said he did not fund Obaseki’s re-election bid.

He added that Oyo State and Delta State governors Seyi Makinde and Ifeanyi Okowa respectively should also be praised for their roles in the Edo polls.

Edo Election: “I Didn’t Ask Obaseki To Return To APC After Win” – Ize-Iyamu

The Osagie Ize-Iyamu Campaign Organisation has denied Ize-Iyamu addressed the press on Wednesday in Abuja where he urged Edo State Governor-elect Godwin Obaseki to return to the All Progressives Congress (APC).

The organisaton’s director of communication and media John Mayaki stated this in a release on Thursday.

Mr Mayaki, who noted that nothing of such happened, said: “The video in reference is from three months ago, not after the election but doctored by Governor Obaseki media handlers to seek undue legitimacy.”

Meanwhile, Mayaki also warned that there is a fake Twitter account purporting to belong to Ize-Iyamu which has been disseminating false information.

He warned the media to avoid it and verify all information before passing them on.

He said, “I only wish the media had been more professional during the elections; they were not and what is done is done. They don’t know how violent and anti-democratic it was in several parts of Edo State, including Egor in Benin City, and so they reported that the elections were free and fair. At least, going forward, let them verify all news before passing it on. It is the basic ethic of the profession”.

Guber Polls: Ondo Is Not Edo, Says APC

Following the claims made by opposition party that the ruling party would lose the October 10 governorship elections as the party did in Last Saturday’s polls in Edo state, the All Progressives Congress (APC) in Ondo State has disagreed with opposition political parties.

The ruling party stated that the scenario in Edo was different from what currently obtained in Ondo State.

Alex Kalejaiye, the Public Relations Officer of the party said the Ondo APC was united and that all stakeholders were working towards ensuring electoral victory of the party’s flag bearer, Governor Oluwarotimi Akeredolu.

Kalejaiye stated that the so called victory in Edo State was coloured by electoral fraud that would be challenged at the tribunal.

According to him, “The APC in Edo State is full of hope that the denials at the election would be redressed in court.

“The Ondo State chapter is full of confidence that the good works of the Akeredolu led administration would speak in volumes during the election in October.

But the Zenith Labour Party said the Edo election would have positive effect in Ondo State.

State Chairman of the party, Hon Joseph Akinlaja, said the positive effect would be manifested in the area of peaceful conduct and allowing the votes to count.

Akinlaja said incidences of ballot snatching; thumb printing and violence would be minimal.

He assured that the APC would experience the same defeat in Ondo State.

Candidate of the PDP, Eyitayo Jegede, in a statement in Akure, said the Edo election result was a manifestation of the people’s conviction that the PDP was the credible alternative that could provide good governance for the people.

He said voters in Ondo State were fully prepared to exercise their inalienable right to determining who governed the state, on October 10.

According to him, “What has taken place in Edo thus beckons on our good people of Ondo State, to bear their destiny in their hands, by similarly rejecting these feudal lords posing as democratic leaders, and elect the PDP in the October 10 governorship election.

“Our people should, in unison, make their choice known through the coming election, that they choose good governance and reject bad leadership.”

Former governor of Ekiti State Ayodele Fayose has lost his immediate elder sister Moji Ladeji.

On behalf of the family, Mr Fayose tweeted, saying she died on Monday after a brief illness.

“On behalf my family, I announce the death of my immediate elder sister, Mrs Moji Ladeji. She died today, after a brief illness,” he wrote.

“We are pained by your departure, but consoled by the God fearing and exemplary life that you lived. May the soul of Sister Moji rest in peace.”

In November 2016, the anti-graft agency said it needed her to answer questions regarding a N200 million house located at 44 Osun Crescent, Maitama, Abuja, a highbrow area in the nation’s capital.

Kaduna State Governor Nasir El-Rufai on Monday said the last three weeks of campaigns proved decisive in the Edo governorship election which his party, the All Progressives Congress, lost to the opposition Peoples Democratic Party.

El-Rufai stated this during his appearance on Channels TV, saying polls conducted three weeks ago had shown the APC candidate Osagie Ize-Iyamu was in the lead.

“We (APC) would have loved to win and quite frankly, I was optimistic up to three weeks ago; the polls indicated that we were going to win. I don’t know what happened in the last three weeks of the campaign,” the governor said.

“As you know, a large number of voters make up their minds in the last two weeks of the election. Many voters decide no matter what happens, this is how I am voting but most people want to wait and make up their minds in the last two weeks.

“Three weeks ago, the polls clearly showed that APC was going to win but the result came out differently from what we expected.

“Obaseki has won, that’s it. You can’t go into an election without the possibility of losing.”

In the week leading to Election Day, a national leader of the APC Bola Tinubu made a TV broadcast admonishing Edo people to “reject” Obaseki, a move many say was ill-advised.

However, El-Rufai further said the election was “reasonably decent”, adding “We were all worried about violence but there was very little violence or none at all.”

Edo Decides: APC Rejects Obaseki’s Victory Over Ize-Iyamu

Edo State chapter of the All Progressives Congress (APC) on Sunday rejected the result of the state governorship election announced by the Independent National Electoral Commission (INEC).

Chairman of Edo APC media campaign council John Mayaki said in a statement that the party rejected the result on allegations of irregularities.

“Our people were arbitrarily arrested, many of the figures were fabricated. Areas where we won, they cancelled them, they decreased the votes in areas we had advantage. They rejected our results and jerked up theirs,” Mr Mayaki said.

“Obaseki shouted that he was being rigged out and blamed INEC at the initial stage but that was to divert attention from the evil going on in the field.”

He, however, thanked the APC loyalists for the support and urged them to remain calm as the party leaders were studying the result and would soon announce their decision and course of action.

Edo 2020: President Buhari Commends Electoral Process

Following the declaration of Godwin Obaseki as the winner of the Edo State governorship election, President Muhammadu Buhari has commended the electoral process in Edo.

In a statement by his spokesman Garba Shehu, Buhari congratulated Obaseki and urged him to show grace and humility in victory.

“My commitment to free and fair elections is firm, because without free and fair elections, the foundation of our political and moral authority will be weak,” Buhari said.

“I have consistently advocated for free and fair elections in the country because it is the bedrock of true democratic order.

“Democracy will mean nothing if the votes of the people don’t count or if their mandate is fraudulently tampered with.”

He commended the people of Edo, political parties, candidates and security agencies for conducting themselves responsibly.

Obaseki had also commended Buhari for ensuring fairness in the election.
